A regular meeting of the Mayfield Town Board was held on Thursday, October 16, 2008 at the Mayfield Municipal Complex 28 N School Street. The meeting was called to order and opened with the Pledge of Allegiance led by Supervisor Alan McLain. A moment of silence was held for Wesley Muddle who recently passed away. Mr. Muddle served on the Zoning Board Of Appeals, and served as its Chairman for a number of years.

PUBLIC- No one spoke at this time.
BUILDING INSPECTOR REPORT- Mike Stewart CEO submitted his monthly report which included 17 permits issued.
HIGHWAY SUPERINTENDENT REPORT- Mel Dopp Highway Superintendent submitted his monthly report which included getting the trucks ready for winter, an OPP class for October 22nd, work on Dennie Road Bridge; mining permit for Sand Hill Rd was renewed. Also commented that Mr.Chapin for a great job on welding of one of the trucks.
SUPERVISOR'S REPORT- Supervisor McLain reported that there has not been a second meeting set as of yet with Barton & Loguidice, the engineering firm we met with regarding the grant for the town and village highway departments.
TRACTOR BID- Councilman Argotsinger reported that 4 sealed bids were received for the tractor that was advertised. The recommendation of the highway committee was to go with the low bid from Hudson River Tractor Company for $30,795.00. The specifications called for a 2 wheel drive tractor, but the low bid also included 4 wheel drive.

RESOLVED that the Mayfield Town Board approves to purchase a 2009 John Deere 4 wheel drive tractor with cab from Hudson River Tractor Company in the amount of $30,795.00
BOARD OF ASSESSEMENT REVIEW OPENING- Supervisor McLain asked for a motion to re-appoint Marilyn Salvione to the Board of Assessment review, whose term expired on September 30th. Councilman Putman stated it has always been the policy to advertise for these positions first, instead of automatically re-appointing. The board decided to advertise for the position after a lengthy discussion.

RESOLVED that the Mayfield Town Board approves the payment of vouchers in the following accounts.
General Townwide vouchers 299-331 $36,942.45
General Outside vouchers 40-45 $1,814.72
Highway Outside vouchers 136-151 $47,191.07
BUDGET WORKSHOP- The board went over the budget to make any last minute changes.

RES# 147 SET PUBLIC HEARING FOR BROADALBIN FIRE DEPARTMENT
On motion by Councilman Argotsinger seconded by Councilman Putman the following resolution was ADOPTED 4 AYES (McLain, Argotsinger, Humphrey, Putman) 1 ABSENT (Ruliffson)
RESOLVED that the Mayfield Town Board approves to set a public hearing on the contract with Broadalbin Fire Department in the amount of $35,029.80 for the period of January 1, 2009 to December 31, 2009 at 7:15PM on November 20, 2008.
Supervisor McLain reported that the town had been given a sugar maple tree and plaque to go with it by NYMIR to celebrate 15 years as a founding member of NYMIR insurance. A discussion was held on where to plant the tree. The board felt a good place for the tree would be at the Rice Homestead. The supervisor will make the arrangements.
Supervisor McLain presented the board with his 2009 proposed budget. It calls for no increase in the town's 46 cent tax rate. He noted this was accomplished with no cut in services. Highlights of the spending plan include the purchase of a new truck for the highway department, and a large repair project on a Beech Street culvert, and the purchase of a wood boiler to heat the highway garage. It was noted the town takes down trees all year long and the wood can now be used to heat the building. He estimates the boiler will pay for itself in two winters.

RESOLVED that the Mayfield Town Board approves to set a public hearing on the 2009 town budget at 7:30PM on November 20, 2008.
On motion by Councilman Putman and Councilman Humphrey the meeting was adjourned at 8:12PM 4 AYES (McLain, Argotsinger, Humphrey, Putman) 1 ABSENT (Ruliffson).
